Background

Because there are many risks involved in construction work of OWP generation facilities, WIND construction-all-risks insurance (WIND CAR※) must be obtained.
Also, in that insurance contract, it is general to adopt MWS (Marine Warranty Survey), which is a third-party organization approved by the insurance company, as a condition for obtaining to insurance.
In Europe where oil and gas plant in offshore areas are widespread, as MWS services, not only construction work but also technical confirming of vessels used for shipping, transportation and the series of the third-party witness inspection including on-site witness are common. However, this practice is not common in Japan.

Implementation Organization

MWS services are based on WIND CAR (WIND construction-all-risks insurance) contracted between an offshore wind power Business Operator and an insurance company, the implementation organization shown in the diagram below is established, confirmation and review the construction plan, on-site witness for construction work, issuance of CoA (Certificate of Approval) will be carried out.

 

 

Implementation Guideline

This guideline is based on the “Guideline for Examination Concerning Construction of OWP Generation Equipment” (Edition: Mar-2020) and shows the implementation guideline of MWS Services performed by SCOPE.
