SCOPE has been conducting study and research on cost estimation standards for ports and airports. However, in response to the reduction in construction costs, SCOPE as a third party is standardizing the cost estimation of new technologies possessed by private companies and private organizations, and promoting them to project clients.

Due to the changes in the economic and social structures and diversifications in values, there is great interest in public works, increasing the demand for clarity and objectivity. The basic concept of the Ministry of Land, Infrastructure and Transport's Port and Harbor Bureau is "simplicity", "conciseness" and "suitability to the actual situations". With this in mind, the bureau has been proceeding with the revision in the cost estimation standards since 1996. With the support of the Ministry of Land, Infrastructure and Transport's Port and Harbor Bureau, SCOPE has conducted various seminars on the detail application know-how of cost estimation of port construction and revision point of standards by inviting lecturers. The representative seminars were on "Cost Estimation of Ports and Coastal Protection Work" and "Cost Estimation Standards for Port and Airport Construction".
SCOPE has also been publishing books related to cost estimation standards of ports and airports, common specifications, design criteria and the latest technology in ports and airports.

Imported construction materials have been increasingly noticed in accordance with the trend of internationalization of the Japanese construction market and with the demand for cost reduction of the public construction works. SCOPE implements quality inspection and certification for the imported construction materials in order to help the construction industry use those materials. The inspection and certification system and the list of the certified materials are announced through Internet.
